Dr.
Biggs possesses an outstanding track record for
the management and performance of large, multidisciplinary
environmental projects. His extensive experience
in environmental sciences spans a period of 44
years during which he has led numerous projects
involving the evaluation of proposed sites and
operations for fossil fuel, nuclear, and natural
resource facilities. He has assisted in projects
at the Federal, state, and local level in over
ninety percent of the states in the United States.
Dr. Biggs' primary technical activities include
research on air quality, meteorology, heat flux
near the surface of the earth, and resource development
engineering. He has successfully applied his talents
to the evaluation of reservoirs, pipelines, off
shore platforms, hazardous waste sites, high level
nuclear waste facilities, railroads, airports,
municipal air quality problems, power plants,
refineries, port facilities, mines, and fossil
fuel operations. He has directed numerous environmental
projects including the drafting of environmental
regulations for the proposed Canadian Mines Branch
Open Pit Design Manual. In response to the House
Interior and Insular Affairs Committee, he was
in charge of coordinating several consulting groups
to address the combined impacts on air quality
from several major electric power plants in the
southwestern United States. Dr. Biggs participated
in a study to assess the environmental impacts
for potential development of a large (multi-gigawatt)
nuclear power complex in Utah.
